Legal residence for NC CCW

A family member went to our local Sheriff's Office to obtain their CCW permit. This person is 21 yoa, completed the CCW course with certificate in hand.They also have with a valid NC drivers license and is registered to vote in the same county as the SO. However attends college in another NC county(resides in a dorm) and lives at home during the summer break. A represenative of the SO advised them that they needed to obtain their permit in the county that they attend college at due to living there. When asked what physical address to use the SO said to use the school's physical address for the permit (this does not match the NC drivers license) & (and it is also ironic that they said to use the schools address even though they cannot legally carry a weapon on campus).
I quess what I am asking is what is considered their county of residence and does anyone know of a state statue that covers this?

I don't know what to tell you. My gut reaction is your friend disclosed too much information on the application or blabbed too much to the person at the Sheriff's office. My advice, change the address on the DL to the school address, register to vote in that county, then go down to the other Sheriff's office and apply there. Don't mention spending summers in another county -- this Sheriff might decide the other county should issue the permit and your friend will be stuck in limbo.

Have your friend read up on open carry in the meantime...

I think your buddy got bogus info at the Sheriff's. A student's legal residence is generally considered their Permanent residence, i.e. "home", vs a temporary school residence. This follows things like staying on the parent's health and car insurance, voting, etc.
