I bought it in some shop in Hollywood about 25 years ago.

It’s pretty cool at Halloween because your hand goes into the back of the head with a finger inside the tongue so you can wiggle the tongue. I purposely cropped off the top of the head in the picture because there is a hand there gripping the hair. This is to give the illusion that are holding the head by the hair and it’s tongue is wiggling.
