Looking for definitive source for purchase requirements in WA state.

Getting the itch for a new pistol and haven't bought one since I-1639 passed.

I've seen the requirements under the new law posted in various places, can find the text of the new law, but haven't found any meaningful source that lays out the current process.

Did an internet search and a few websites purport to be a complete list of all handgun purchasing requirements in all states, but none had the updated I-1639 process.

I've "heard" that I have to pass a gun safety course specific to WA. And that there is a 10-day waiting period, and that the local Chief of Police or Sheriff has to sign off on it and can take up to 30 days to approve after they go through your medical and mental health records. Also, that all new purchases are now de facto registration since the records of purchase, including serial numbers, are kept in the local police department.

Others say it's no big deal, sign an extra form, show proof of course you can take online, and your good to go.

Any verifiable sources of actual processes?
 
Couldn't find a decent rundown of the new post 1639 law either. Based on my recent experience with it, there is a 10 day wait , background checks are done by local law enforcement (no nics checks for handguns), it no longer matters if you have a permit in regards to purchasing. I don't know what records local authorities keep. The training requirement is for "assault rifles ".
