Completely safe, I've loaded a lot of 9mm with Blue Dot with CCI 550's and Win SPM's. I felt that it burned cleaner with the magnum but it could have just been in my head.
Agree with what @fxvr5 said, if you have a load that works reduce it a grain or two and see how it does. You'll probably end up back where you started on charge weight with no issues.

Many loaders use nothing else. I have not used them but would if I had no choice.
Begin with the starting loads listed in your manual(s) and you'll be fine. I tried magnum primers and once rifle primers and to be honest, I couldn't tell the difference before I shot them over my chrony. I didn't do a side by side comparison but they did run a little bit faster...

I've used rifle primers in 38 special loads before.
No ill effects, start low and work up like normal.

When primers were as easy to find as Hen's Teeth substitutions were experimented with.
Start low and work up watching carefully for signs of pressure. The harder cups on magnum/rifle primers will not show over pressure easily.
