Maine: Governor Signs Permitless Carry into law

The Governor of Maine Signs a Law to Dramatically Change Concealed Carry in His State

Its a done deal, permitless carry for Maine! No date mentioned of when it goes in effect, this is "hot off the press" as they say. Congratulations Maine gun owners!

"Maine governor Paul LePage has to signed a bill into law on Wednesday effectively eliminating the state’s requirement for concealed firearm permits."
.

It should be ten. Oh well, Rome wasn't built in a day (and I'm sure plenty of barbarian warlords had to be knocked off their throne in so doing). Pretty astounding when you think about it, that a good 10% of the nation voted overwhelmingly for these types of measures. Pretty much doubled the existing enthusiasm for permitless carry.

Texas will check back in in two years' time (it's slow, but hey, just think of all the bright ideas they won't be voting on between now and then)

True. And Idaho, Montana, New Hampshire and South Dakota are definite possibilities, along with Texas, in the near future.

I dont know the details of the bill...
Does anyone know;
Does this apply to Maine residents only? Or can somebody from out of state carry as well?

Edit:
Nevermind, i went and looked it up. Residents only. Bummer

Montana is permitless concealed carry outside city limits. They tried twice to become full permitless carry but it was vetoed each time by the governor.

https://en.wikipedia.org/wiki/Constitutional_carry#Montana_.28outside_city_limits.29

" In addition to Montana's concealed weapons permit system, state law provides an exception for the prohibition of concealed carry for "a person who is outside the official boundaries of a city or town or the confines of a logging, lumbering, mining, or railroad camp or who is lawfully engaged in hunting, fishing, trapping, camping, hiking, backpacking, farming, ranching, or other outdoor activity in which weapons are often carried for recreation or protection"
.

Not just the Governor of Montana but, Don't forget West Virginia was all a done deal, until a DEM. Governor in that State blew the chances this year as well...

( Poor NEW HAMPSHIRE )

We tried to pass permitless carry a few years back here in KY, it didn't go anywhere. States where permitless carry failed should try again in light of the recent Kansas and Maine victories. The momentum is there now.

Quoting myself from elsewhere:

I am seeing nothing in the passed amendments or the initial wording that bars non-residents from carrying concealed:

Original statutes:

http://legislature.maine.gov/statutes/12/title12sec11212.html

Amendments as passed and signed:

Awesome!!! As a CT resident, Maine is one of my preferred vacation spots. If I can now carry in Maine, that makes it even better, and gives VT some serious competition for my money!

When the current TN RINO bag of crap Governor first ran for office, he pledged if a Constitutional Carry bill came to his desk, he would sign it. In this last legislative session, the fix was in, he made sure it never got out of committee.

People forget when he was Mayor of Knoxville he was a member of Bloomberg's Mayors group. I envy states with honest governors.

We all worked very hard in Maine to make this happen, just ordinary people and a young State Senator (Brakey) that made it happen.

Endless debates, news article comments, phone calls, emails, etc. Over 200 of us took the day off to be at the State capital during the committee debate and the committee still voted Ought Not to Pass, but with dedication from just a few hundred people we were able to change the entire State for the better.

Also, FYI: This does not take affect until 90 days after the legislative session ends, so don't jump the gun. Will take affect sometime end of October. Also, if you permitless carrying you have a duty to inform officer when stopped (something we'll try to fix in the next session) but if you keep up your paper permit (for reciprocity with other states) then you still do not have to inform (like it is now).

From my understanding it applies to residents 21 and over, active military and veterans 18 and older. No non-residents.

Thats what i understood, too...but then at another site that included the actual text, it stated "persons", and never referred to "resident".
I have a trip coming up and should probably have this figured out before i go

Montana is permitless concealed carry outside city limits. They tried twice to become full permitless carry but it was vetoed each time by the governor.

Idaho is also permitless carry outside established cities. I don't think Idaho's permit is going anywhere since we just went through establishing an "enhanced" permit that allows carrying on some parts of college campuses. Dropping the permit entirely would likely result in that going away.

Do you think that would be any USA armed forces veteran or only those "lifers" :D, who did their 20+ and out? Sorry for the grin! I only wish I'd been among the 20+. I had to choose between the Army and my wife which I both loved. ;)

It applies to non-residents as well. 21+ for Constitutional Carry unless you're a veteran but you can still get the regular CCW permit at 18, which Maine was already a shall issue State.

All and all we did pretty well, we'll get duty to inform out of there next go around and perhaps see if we can't get rid of those dam "sobriety checkpoints". (let's see your papers comrade)

For those from states that have done this, was there debate over the loss of income to the state?

Excellent work! I'll be visiting Maine in early October. I've always loved your beautiful state. The fantastic new gun laws make it even better. Now we just need New Hampshire to fall into step between VT and ME and it will be 3 in row.

Who would have believed that this could possibly happen just a few short years ago? In New England.

So how long before this gets contagious and spreads to MA and CT?
