Military marksman plaque found in a pile of dirt?

Someone in one of the Telegram groups I belong to found this in a pile of dirt today that was dug up from under the road.

The Military marksman symbol makes us think it's something shooting related, but we are not sure. Can anyone help us figure out what it is and when it is from? I have attached the picture below

That is almost certainly a grave marker plaque for a Civil War veteran. The insignia was worn by one of the Union organizations - look up Civil War Corps insignia.
