Minnesota assault rifle purchase by non resident

Minnesota requires a purchase permit (same application as handgun) to purchase a assault rifle. Your CCW permit is valid for a purchase permit. A non-resident can get a Mn CCW permit. Can a non-resident purchase a assault rifle in MN (assuming of coarse its legal to own/purchase in his/her state) by applying for a purchase permit or using a issued non-resident CCW?
Flip side of this question is can a MN resident buy a assault rifle in another state after showing proof of a MN purchase permit or MN CCW?
 
A non resident can use a non resident MN carry permit to buy an "assault" rifle as long as your home state is a NICS POC state. You can also apply for permit to aquire handguns, of course a non resident can't purchase a handgun across state lines, so some sheriff's will write "long guns only" or similar on the permit. I have seen some other counties deny the applications as well.
Technically a MN resident would have to have a permit to buy an AR out of state since the sale is required to meet the laws of both states. The sale would go through the NICS check without issue since it is a state law, and not recorded by the feds...
 
What is an "assault" rifle?

You can buy a rifle in Florida if said rifle is "allowed" in your Sate.

Must be a Florida resident to purchase a handgun. Long guns may be purchased by persons who are residents of other states so long as the sale complies with applicable laws in the purchaser’s state of residence.

While I agree with you, the state of Minnesota does not. They have their list of "semiautomatic military-style assault weapons". Here's the list:

Yeesh. I would have though MN would be a free state. Nonetheless you can still buy them. Just need the purchase permit.

The regulations on the shotguns that require a permit are quite strict.

All depends what that means to you. No states are really "free" states in a Constitutional sense, since they all, to some degree, abide by the Federal infringements on 2A rights.
