1) Have you noticed that the rear sight graduations are wrong? If it is dead on at 100 meters on the 100 meter setting, then it is low at 200 meters on the 200 meter setting. For 200 meters the 300 meter setting matches POI/POA. I'm shooting 150 gr Prvi Partisan, so almost exactly the original bullet weight.

2) The rear sight leaf comes up during recoil. Every shot fired on the 300 meter setting moves the sight to the 400 meter setting. What's the solution to this? A new sight leaf? I have gunsmithing services I can use if it involves anything too serious.
 
I wouldn't worry about it. These carbines were meant for closer in engagements such as urban combat and were mainly used by artillery crewman and those needing a compact rifle. Here is mine:

Not that it would matter other than scale, but didn't the Russians use a different unit of measure other than meters??

Not for the M38. Before 1930 the three line rifles used arshins as a unit of measure, but during that year they modernized the rifle and switched the sight graduations to meters.
