Recently bought a "new to me" minty 500 Camo, ported barrel.

The receiver is drilled and tapped on top, and the holes go through to the chamber.

BUT there are no screws in the holes-just "open".

Is this safe to shoot as is, or do I have to get screws put into the holes first?

It's completely safe to shoot with the holes open. Your locking mechanism locks your bolt to the barrel on a 500. If you're in a particularly harsh environment, sand or other crud could get in to the action but there are far larger points of entry for that stuff anyway. A 500 can handle a large amount to dirty in the action and still function before you have to get the garden hose out and clean it. It's a work horse.

Enfielder is correct. Screws are cheap, when you get a chance, pick some up and plug the holes. If you bought it at a gun shop they may have some laying around. If not check out some other gun shops. Another thought, Give Mossberg a call and they may send you a set of screws at no charge.

You can get sets of plug screws at Harbor Freight. Might have to shorten them a little.
