1200 is a bit high if you are willing to look at a used anschutz. Those start at about 700 for a savage/anschutz target 64 (savage was the importer).
Winchester 52D - very accurate, almost will hang with my anschutz (in good condition, bench ready will run you 1200+)
Kimber 82 - again, very accurate, not quite up to the Winny (600-800)
You said best... that would be a custom rifle. What is your budget? I have experience with rimfires at many different price points, and it is all what you want to spend. Shoot, a Mossberg 144 with a good set of sights, a factory hand stop, and a good barrel will run you about 300 and will do very well once the action is bedded and you tweak the barrel ring. That is the next 22 I am looking to get.
