My sister-in-law recently applied for her carry permit in Philly. Will she get it?

My sister-in-law is a Senior at Temple University in Philly. She has no criminal, traffic, or mental issues. Her interview went well. I told her to make sure she asked if they offered a permit to own a handgun in her home application. They informed her they only give out permit to carry, or in the interviewer's words, "We don't do those, a permit to carry is all you need in PA anyway."

With that said, do you guys think they will give her the permit? Especially with the whole DC gun ban being found unconstitutional?
 
Your question is a little confusing.

Is she a resident of PA? If so, then yes, she'll get it -- it is a "shall issue" license and if she's not a restricted person (felon, etc.) then she'll be issued the LCTF.

If she is not a resident -- and IF her state does offer a concealed weapons permit/license -- then she will need to be licensed by her home state first. If her state does not issue a license or permit to carry to average citizens, then PA waives that requirement. That can be a stumbling block to folks from places like MD, which officially does issue permits ... just very, VERY few.

(Now, I have known various issuing agencies in the Commonwealth to overlook this requirement, but that's how it's supposed to work.)

PA has no licensing or permitting for OWNING a firearm, so I'm not sure what you're looking for with that.
 
Yes, she has lived in Philly for the past two years near her School. Reason I asked is because I have seen stories here about Philly having some sort of ban similar to DC.
 
No, Philly does not have a ban on any firearms otherwise legal in the Commonwealth. We have a state preemption law that prevents Philly from doing anything like that.
 
Like Sam1911 said, no ban, but they will tie it up for a while. They make you run the paces to get a permit in Philly. I know several from philly that come up to Bucks County to apply using a friend's or family's address in the county. In Philly they will be strict about following the rules for handguns & where to carry. Goof up & they'll pull it. Temple is a bad place outside the Temples grounds. Several shootings/ killings in the past 8 months. Tell her not to let many friends or people know that she's carrying, people will stalk you to get a piece (gun). I live 30 miles north of center city. I DO NOT enter Philly without a CCW. Just got a P7 with 3 mags for my Philly visits, my S&W 360 M&P would not have enough shots to deal with "groups" which is how most travel around looking for trouble.
 
Thanks Sam1911 and DirtyHarry31. I agree on the never travel through Philly without a CCW. I was just talking to her today and she told me someone was a carjacked at gunpoint a block and a half away from where she (my sis-in-law) lives the day before yesterday. She originally didn't plan to carry but after that she said she's gonna carry.
