I used to live in Pasco County. There's a reason every other episode of COPS was filmed there.

My old neighborhood in North Hollywood is like that too, although it wasn't when I moved there. I was always armed in the house. After more than a year here in AZ I'm finally a lot more relaxed. I think I've heard sirens maybe 5 times since moving here, and one of those was a fire truck. In my old house it was more like a few times an hour. Not to mention the police helicopters.
 
I have friends that go armed in their homes. The fear at an advanced age of being powered down during a home invasion.

There are middle class neighborhoods close enough to the combat zones to hear the nightly gun fire. Parts of this country have gone to hell in a hand basket.

Wonder how many times the police had to intervene during violent conflicts with the now deceased neighbor?
In my old neighborhood, besides the BGs there were a lot of crazies among the homeless living on the streets, some guy might decide he can fly and dive right in through your window.
 
In a similar vein, the poor phrasing of the 2nd Amendment has caused all sorts of problems in interpretation.
The phrasing of the Second Amendment is excellent. The problem is the English language has changed. For instance, when written, 'regulated' meant 'well ordered, functional or correctly aligned'; not 'constantly overseen by countless and ignorant government officials'.

Same problem as the King James Translation of the Bible.

The "clear meaning" of the 2nd Amendment, according Justice Scalia in the Heller case, excludes machine guns and, potentially, all military-looking semiautomatics. That's the result of disregarding the Militia Clause, as he did.

Let's come back to the so-called "clear meaning" of the 2nd after our AR-15's are outlawed and the Supreme Court does nothing about it.

Saying that the 2nd Amendment is self-evident and self-enforcing is the height of stupidity. It is neither of those things.

I can't comment on whatever judicial activism has occurred since 1791.

When the Second Amendment was written civilians were allowed to own any weapon the military could own. After ratifying the bill of rights the founders made no attempt to limit the type of arms available to the citizenry. This indicates to me that when they wrote "the right of the people to keep and bear arms shall not be infringed." They meant "The right of the people to keep and bear arms shall not be infringed."

I also think it's worth mentioning that Washington made no attempt to disarm the participants in the Whiskey Rebellion and neither did Johnson attempt to disarm the population of the Confederate states.

Since I know you're going to ask if a civilian can own nukes,

1. I'm pretty sure no civilian can afford a nuclear warhead.

2. A nuclear weapon by its very nature presents a legitimate threat to everyone in the community. So yes I would be OK with regulating nuclear weapons and limiting their possession to government.

In the 60's I had a friend who lived on Edgemont. Edgemont is in my mind more in L.A., and I guess could be considered the north part of Hollywood. But North Hollywood is an official community in the valley. Where do you live now?
