NFA M16 questions

A couple questions about registered NFA M-16s.

1. Are there any lowers with safe, semi, 3-burst, AND full-auto settings? If so, what's the price on them?

2. Do lightning-links and DIASes convert to full-auto-only, or select-fire?

3. Can you take the NFA parts and put them into another lower reciever, or do they have to stay in one lower?

4. If your parts start to wear, can you replace them, or do you have to get another registered M16?

4. Anything covered by the AW ban can still be put on a registered machine gun, correct?

5. Short barrels can be put onto any registered machine gun without paying another $200 tax, correct?

And this one I guess is about M4s, but still sort of applies?

6. What is the barrel length on military M4s? And, do they have an A3 top with removable handle, or A2 top with stationary handle? What flashhider do they use?

A machine gun is not also an assault rifle/short barreled rifle, if I remember correctly.

#3: No, the lower receiver is the machine gun as far as ATF is concerned. Unless you are talking about a lightning link or a DIAS, that is the machine gun to ATF.
#4: Yes, you can replace parts.
#4: Yes, you can have any of the evil features on a machine gun. Not to mention the fact that as a civilian, there have been no legal machine guns manufactured since the AWB anyway.
#5: Yes, barrel length is not an issue on a machine gun
M4 I believe uses a 14.5" barrel. The carry handle option depends on what variation you are talking about. There have been M4s with either. Flash suppressor is usually standard GI, but it could be equipped with something designed to lock on a suppressor. I can't think of what that is called. I think it is called a Bi-Lock.

1. If you have a registered M16 lower, you can purchase a kit that gives you the 4 positions. It costs around $150. Does not work with DIAS, LL or over devices. Registered M16s are going for around $8,000 to $12,000.

2. AFAIK, full auto only. No burst capability.

3. Depends. If you have a registered DIAS and the necessary M16 parts, you can put them into any AR/M16 lower. The DIAS is the "machinegun". If you have a registered M16 lower, putting M16 parts into another, non-registered lower constitutes manufacturing an unregistered machinegun and is illegal. In fact, you don't even need to install them. If you own an M16 and and AR-15, possession of spare parts for your M16 can be considered as possession of an unregistered machinegun.

I put a Bushmaster M4 upper (14.5") on my M16A1 lower, along with a standard GI flash suppressor and 6 position buttstock. Works great. I also have one of the longer CAR flash suppressors and a sound suppressor for it.

wuh.. there are registered lightning links out there? wow.. I always thought those were pop-can "hey bubba, look at this" kluges... no? And they don't tear up the internals from all the extra metal rattling around in there?

I'm not sure where he's run off to, maybe you can catch him on the AR15.com section devoted to NFA gear. "Circuits" seems to be a pretty knowledgable sort when it comes to registered lightning links, he's in Colorado and recently went SOT/Type II if I remember correct with a special interest in lightning links.
