Odd laser sighting technique or so I thought

I went to my favorite indoor range today to get in a little target practice. The guy in the lane next to me had a red laser attached to his pistol. Kind of hard to miss it as he was flashing it all over the place down range. Then I noticed the red dot on the head of his silhouette target at about 10 yards. He was firing a shot about every 3 or 4 seconds. His rounds were hitting perfectly in the chest even though he was focusing the laser squarely at the head of the target.

I thought “This guy must be into psychological tactics or something.”
Then he moved the target to 15 yards, fired some more, then moved to 20 yards and fired a few more rounds. The laser hitting the head area, the rounds hitting center chest.

He stopped firing. I stepped back so I could see what he was doing. He appeared very agitated. He was looking at the gun and the laser as if confused. I started to ask if he needed some help but he gave me a dirty look and waved me off. I really don’t think he spoke much English. Anyway he broke out the instructions for his apparently new laser and was still playing with it when I left the line.
 
So either it was a POS cheap laser, he didn’t turn the adjustment screw the right way, or the adjustment screw was stripped or missing.

Assuming that’s how this particular laser adjusted.

Or the blind em idea. Seems weird though.
 
I agree - sounds like he was either having a malfunction, or didn't know how to adjust the laser. Lasers are quick and easy to sight in if your iron sights are adjusted correctly for the distance at which you want to sight in the laser. Just dial the laser so that it strikes the same POA as the iron sights and you're done. I've adjusted my lasers this way several times (after moving them to different guns, buying a new laser, etc), and they were essentially perfect when I got to the range.
