my buddy upgraded to a cva wolf and gave me his old cva buckhorn that had some barrel rust on the muzzle and Im not sure how the inside of the barrel looks but hes one of those lets shoot it and not clean it until next year. the gun was shot with 777 pellets if that helps.

I want to clean it up and give it to my brother to use but want to make sure its safe to use first. how can I clean this thing up and make sure its safe to shoot?
 
Naval Jelly can remove the rust
If the result is in question as to safety, it would be best to consult a gunsmith.

I would be surprised if it would be unsafe given you're planning to invest in it, but I haven't seen what your dealing with either.
 
I used Naval Jelly on an old Thompson .45 muzzle loader I got from a friend about 3 or so years ago. After really cleaning up that bore and having the rifle re-blued, not to mention refinishing the stock and making it right pretty again, took it out and shot it. It was very accurate, and has become one of my favorite muzzle loaders.
 
For the last few years I've used Evaporust on items that were rusty. It's a nice easy to use product for something like a rifle bore because it's a pour in place liquid.

Keep in mind that it'll also remove any bluing. So for a barrel I'd suggest you plug off the firing hole and fill the bore while the gun is standing up and take care not to dribble it down the outside of the bore. It does take time to work. Like a number of hours. Up to 24 hours if the rust is heavy.

Because of the small amount of Evaporust liquid in the bore you may need to change it after about 4 or 5 hours to a fresh fill. And to speed things up a little I'd degrease the bore by spraying it with brake cleaner or patching it a few times with something like lacquer thinner before drying it and putting in the Evaporust or Naval Jelly or whatever you use.
 
I hope you will post before and after pictures. I love to see a neglected gun returned to service.
Ill see what I can do. I am focusing on deer hunting for the next few weeks and then going to see if I can clean this thing up a little and throw a simmons pro diamond scope on it and give to my brother. about the only real issue I see is all the rust on the muzzle and crown. not sure what inside looks like because I cant get the plug out.
