He's clearly a massive idiot. He couldn't even come up with the canned answer "we can make it harder" or "we'll slowly reduce the supply." Those are BS, but at least they're facially plausible to people who aren't good at math. "I expect Americans to comply with the law" is so preposterous that even the news anchor can't conceal her contempt.
