About 20 years ago I did a layaway for a 20 year old who was 2 months shy of his 21'st birthday. I stipulated in the deal that he couldn't pick it up until he was 21. The point of sale software we use now won't allow any underage sale or layaway, however. Maybe if you find a LGS that still hand writes receipts or has software that would allow the sort of deal I spoke of above, that might be a simple solution.
