Thanks crestoncowboy! I figured that would probably be the case. I didn’t ask gun shops because often times, you’ll get an incorrect answer and/or easy answer.
Even still, I'd still call whatever gunshop that you plan on patronizing. They will have the final say regardless. Telling them that some guy on an online forum said it's ok isn't going to change their mind about selling to you or not.

If you are active duty military permanently stationed at a military base, that is considered your residence regardless of what state you are from or have listed as your home of record. The gun shop will require some documentation supporting this such as orders assigning you to that base. This is under federal law, I'm not sure if state law has anything that prohibits this. Google is your friend.

Just moved to NC last summer. You must apply to your local county sheriff office for purchase permits. Ours were $5.00 each, good for 5 years and maximum of 5 permits per application. One permit per handgun and I think 3 long guns per permit.
If you have a CCW permit issued in NC no purchase permits are needed and no limits on purchases.
At least this is how it is in Beaufort county, NC
You are correct. That is exactly how it is in Columbus County, N.C. My wife just bought 5 permits, and my son just got his concealed carry.
