That aside, or possibly because of that, I wonder as to the differences between D.C. circuit and other circuits, though it certainly might be that each circuit makes it's own rules re such matters. Seems as if that could create hellish problems as it seems to me that such a situation would blow the idea of case law all to hell.

This is where the Supreme Court steps in. If the differences between various circuits become too problematic (and the Supreme Court can and has let some major differences occur), the Court may step in and hear a case on the issue in order to resolve the split. This is essentially what we are hoping for in the Parker case - that the Supreme Court will resolve the split between individual rights and collective rights in our favor; but the same idea applies to other legal concepts.

Re the above, should Parker come before USSC, I certainly do hope that they rule on "our" side, lest the proverbial floodgates be opened to a load of legislative crap the likes of which has not previously been seen.
