i have hornady lock n load ap and i am relloading 223 i started with 100 brand new brass and had no problems once i shot them and saved my brass i full length resized them trimed them then full length resized them again i got my full length sizer die touching shell plate but when i put bullet in my 700 it goes in but takes to much pressure to pull down bolt i seen hornady makes a neck sizer die does that help

First of all, why are you FL resizing them again? When you do this, you are pulling that big expander ball back through the neck which tends to stretch the neck/case out to a longer length.

Use a magic marker to paint your shell case (one that doesn't fit) and try to close the bolt on it. You should be able to see where the rub marks are.
 
Might try backing you FL sizer die off about 1/4 to 1/2 turn from the shell holder, too tight!
I would think you would suggest the opposite. I don't know anything about the LNL but I can't FL resize on my progressive because I can't get the shoulder pushed back far enough. I need the Cam over of my SS to get them sized. If my press was mounted a little better it might be different.

Screw the die some down more.

As it is now, you don't have it down enough to take all the spring out of the press frame & linkage and fully push the shoulder back where it has to be.

And no, a neck sizing die will not do anything to help as it doesn't do anything to move the shoulder back to spec.

I think he means if he only sizes the neck he won't have to worry about moving the shoulder forward by FL sizing.

So far mine are snug after FL sizing new to me brass then after fired in my chamber they fit better. I do neck size in my progressive & so far I haven't had to FL size them again. When you FL size the shoulder pushes forward until it goes all the way in the die & then the shoulder gets pushed back. I have some cases that has 8-10 loadings on them & have not done anything except neck size & trim. Seems to me there is less trimming when you neck size also.

When I shoot the cases then neck sized the first time the cases seemed just a hair shorter which the should be by reason.
 
There are two things you can do. Use a shim under the case, this inserts the case a bit further up into the die ... or take a small amount of material off the top of the shell holder. I prefer the later since it is easy to implement. I just drag it across a sheet of fine emery paper. .001" can be all the difference needed between fitting and not fitting.
 
This is the 3 or 4th post with the same problem using Hornady. If you can not turn the die down far enough to size the round, i would look for a thick shell plate. See photo link on how to check the shell plate. Should be .125" Just like a regular shell holder.
