I'm looking at reblueing a friends Pardner SB1, is there a way to replicate the original damascus looking finish on the reciever? Is it originally from heating and quenching in oil? Or if I polish and blue over it, any idea how it would turn out?

I think you are referring to the case-coloring on the receiver. There are companies that can replicate it for you, but it costs more than the guns are worth. Nothing is wrong with bluing this type of gun - that was also a factory option, depending on the model.

"...replicate the original damascus looking finish..." It'd be some kind of chemical process, not heat treating. The knife making guys suggest acid etching the steel. A net search for 'damascus looking finish' or 'damascus finish' turns up a bunch of knife making forums with suggestions. Labour intensive though.
"...and blue over it, any idea..." Depends on how you blue it. Cold bluing doesn't give an even finish on large areas.

Even having this reblued by a someone with a hot tank bluing setup will cost more than the gun is worth.

depends on the finish you want. A high polish job could be costly but a simple reblue wouldn't cost that much.
