Remington Rolling Block Model 4 hammer/rolling block problem

I've picked up an inexpensive Remington Rolling Block #4 Improved Takedown. Inexpensive because there is a problem with the hammer/block. When you pull the hammer back to cock, the half-cock engages very close to the down position, no more than 1/8 inch. When the hammer is pulled all the way back, there isn't enough room to roll the block down-you have to pull back a little further on the hammer to create enough room. When the block is rolled up, the hammer falls.

Before I take it apart, any suggestions on what I'm looking at/for? I'd like to get it back into shooting condition.
 
Or the sear has been broken or shortened. Somehow the hammer/sear interface seems out of spec...so either might need attention.
