Ruger American scope mount question?

A new American rifle followed me home on Saturday. I saw that it came with Weaver-type scope bases installed at the Ruger factory. Question: are these bases installed with loctite and torqued correctly? The smallest torx tip I have is #15 and that is too big to fit so I cannot re-install the bases..What say you? Thanks...
 
All I can say for sure is that I've gone through three RAs and never bothered to check the scope base for loctite or torque. They held fine but all were 223. No signs of stringing. Random grouping for me has been ammo related.

The 3rd one is bringing 1.5" five shot groups at 100 yards. Of the ones I've used the bases hold up well.
 
i can tell you that the base on my ruger american predator was not loctited. as for torque, i couldn't say, but i always disassemble and remount any factory mounts to proper torque specs with blue loctite.
 
The bases on my son's RA came loose after about 20 shots so I torqued them down with a little blue loctite. They definitely had no thread locker on them from the factory. I don't remember what the torque specs were off the top of my head. I think it was in the 20-25 in-lb range.
