Thanks for the replies. Today I talked to the young man and his father. Some discussion of 7 MM mag over 30-06 . Dad wants mag, Kid and I agreed on 30-06 for Cheaper to shoot, more versatile, and at expected ranges no serious advantage to 7 MM. I am going to review a couple rifles, TC Compass, Ruger RAR, and maybe Patriot in that order. Still open to other options.
I think you are on the right track.

If you need a 7 mag you also need a new guide to get you within a reasonable shooting range. 30-06 is very shootable and there is plenty of factory ammo at every Walmart and gas station.

I went shopping today. I found a Remington 700 ADL 30-06 W/cheap scope locally for $379.00. If I have to order there will be FFL costs. In my mind it is a better gun than the other cheapies and everything on it can be upgraded. Generally MOA or better, so are the other rifles. But unlike the others there is an aftermarket upgrade for every part. But it is acceptable as is. I checked several online reviews. Problems with some of the other low price models showed up in reviews, magazine, feed, bolt, accuracy issues. All the rifles had really good accuracy except in some tests. You never know if you are going to get that one gun with issues. Funny some reviewers ranked them in near opposite order due to issues that showed up. The Ruger and 783 were trouble free and accurate as well. The guy works for YWAM (missionary) and has no money so I guess I am ending up giving it to him.

I’ve heard good things about the new Mossberg hunting rifles. I cannot speak to the patriot but I do own a MVP in 5.56 and it is very accurate with 55gr Hornady SP’s. I’m beginning to wonder if Mossberg is flying under the radar with their new bolt actions. I may have to pick one up and see how they are someday.
I liked one I looked at and one reviewer rated it pretty high. But another reviewer couldn't get one to shoot under 4 inch average with several tries. Likewise in one review the magazine failed on both the Compass and the Axis.

I looked at Cabela's today. They must think there is gold inside their guns. Beat up old guns for $7-800. Not much selection in hunting stuff anymore either. You can tell it is Bass Pro not the old Cabela's. The first time I can remember I walked out without buying anything.
Two other box stores no one anywhere near the whole department. Gun dealer didn't have any guns I was interested in at all. I should go back and buy the 700 I guess.

I’ve shot the Axis, American, Compass, Patriot and own a T/C Venture. My Venture is a tack driver. And it has a few match grade quality features

I didn’t like the patriot only because the action is down right sloppy. But it locks up tight as can be.

The Compass is ugly but it’s really ergonomic and accurate.

The Axis didn’t impress me except it does shoot well. It feels cheap. And it is. So I guess it’s honest. But it can be upgraded or built custom as @LoonWulf has made a few threads about.

The American feels like a kids toy. It’s super light. But I did like it. And I wouldn’t be afraid to take it and bang it up a little. It was also a shooter. But the one I shot was in 450MB with a red dot. But we could ring 4” steel at 100 yards no problem.

If I were going on a long hiking hunt, I’d take the American. For accuracy, it’s my Venture or a Compass all day everyday.
