question: can the cylinder on my S/W mdl 29-2 .44 mag come off the frame for cleaning or does it only drop to the side of the barrel ( as when it is being loaded / unloaded?

(like my SA 45LC i can remove the cylinder for cleaning purposes)

Yes, you can remove the S&W cylinder but it requires removing at least the front screw from right side of pistol. Then the opened cylinder and crane can be pulled forward from frame. The cylinder can then be slid off the ejection rod. I have disassembled mine for working on gun but normally don't remove it just for cleaning. Easier to just clean the cylinder while swung out from gun.

Good shooting and be safe.
