This has gone on long enough. The OP should get himself a good lawyer. Either the lawyer will be able to explain the law to the OP or represent the OP when he gets himself into trouble.
(a) A shotgun having a barrel or barrels of less than 18 inches in length; (b) a weapon made from a shotgun if such weapon as modified has an overall length of less than 26 inches or a barrel or barrels of less than 18 inches in length;
Note that the regulation Sam has cited, 27 CFR 479.11 are definitions that apply to the NFA. So we're here talking about a firearm for which a tax stamp will be needed.
