The US Defense Technical Information Center (DTIC) at http://www.dtic.mil/dtic/search/tr/tr.html has a number of technical papers on various aspects of small arms. I lucked onto it one day while searching for information about gunpowder.
Many other English-speaking countries have been putting technical papers online, but I haven't managed to tickle a search engine into telling me where the sites might be.
