I have the Hornady 9L with 4 1.7 l stainless inter tanks. It will "clean" the brass but it won't be shiny like a Rotary cleaner.

Mine do come out clean but yes they are not shinny. I have a rotary tumbler I built about 30 years ago that I run them through if I want a shine of them.
I set up an inferred heater above my workbench in my garage and use it for drying them on a cookie sheet after I run them through the ultra sound, it works really well but I think a de-hydrator would work as good. My heater will get them hot enough that you don't want to hold them very long and about 45 minute under there they are pretty dry. Then I usually run them through my rotary to finish them off and make sure there is no water left in them.

I already had the heater or I would have just bought a de-hydrator from Harbor Freight.
Using a ultrasounder or a rotory with SS pins. The cases still have to be dried before you can use them.
I like to improvise with what I have before spending even more money.
