This variant at least has an equal consequence for a person obtaining the emergency order under false pretenses as it does for the subject violating the terms; they are both misdemeanors. Whether that will prevent abuse remains to be seen, if this law even makes it on the books.

Impulsive people making false claims don't think about their consequences so I'd still expect a high risk of false claims to fear.
