Well, the groove is in the unfired Barnaul brand brass-plated steel-cased ammo, obviously. I donno unless it was put there to warn reloaders these are not brass casings.
I could understand that with the brass plated ammo...buy why continue it with the MFS (if i remember my limited research suggested silver bear?) ammo that is obviously steel?....or is it possible that steel cases are purchased in bulk with that ring, and then some end up brass plated?
Notes:
•Since this ammunition is loaded with steel cases, the ring on the base of each piece of brass allows the case to expand upon firing. Since steel does not fire form like brass, this extra ring helps prevent the case from breaking into two pieces during firing.

I wouldn't go that far as to say that. I could see how someone not knowing that useless tidbit of steel cased trivia I had floating about in my brain would come to the only conclusion their experience would lead them to.
