Glad I could be of some help. As for carrying spare mags, I don't know how to do it in an LE setting. I had web gear in the USAF, which isn't really practical for a patrol rifle as you've already described. I currently (pure civilian here) just drop a spare mag in my back pocket and / or cargo pocket (when wearing cargo pants / shorts).
