Kobun is right. Some more info though....
The rifle all together is called an SPR (an older Mk 12 Mod 0 in the picture). The float tube/handguard is made by PRI (2nd generation in the pic). The full length rail integrating the receiver flat top and the handguard is an ARMS #38 SPR length Swan Sleeve.
