Where are the consumer handgun markets?

Outside of the US, are the Sigs/CZs/etc. of the world sold primarily or entirely to law enforcement or military and to the developing world (second/third if you like the old terms)? I was thinking about it tonight, given the locale of the premier non-US firearm manufacturers (Italy, Germany) and their gun laws.

To phrase it another way - are there any developed consumer cultures (nee capitalist) with handgun laws comparable to our national average (for argument's sake, somewhere between Vermont and Chicago)?

Mexico is restricted to small caliber weapons (.380s and .38Spl with an underground of .38 Super), Canada allows some larger handguns with permit restrictions. Israel's laws are tougher than you'd expect for non-military weapons. Where else?
 
I thought Brasil had them banned. I don't remember reading it, but I worked with a guy from Brasil. It seems like he said they were banned, but it's been a few years.
