1. Clean rifle really well. Use copper bore brush.
2. Check to make sure the crown of the barrel isn't dinged, or doesn't have a burr.
3. Check to see that scope is screwed on there TIGHT!
4. Get a big (4' x 4') board (cardboard, or wood) to staple (or tape) your 100 yard targets on. The purpose being, so you can see where your shots are hitting (if, like you said, they're not on the paper)
5. Fire a 3-5 shot group. Adjust your sights. Fire another group. Adjust your sights. Don't adjust sights between < 3 shots.
6. Ammo: Try several different brands/ bullet types/ weights, etc.
7. Dont adjust the magnification on the scope during the entire sight in process.
