The rules (interstate) are as follows. I won't quote the actual cites as they are in many threads here - just do a search:

- Only an FFL may use the US Postal Service to mail a handgun. This is federal law and not just USPS policy. However, note that C&R holders (03FFL) may not use the USPS to ship handguns although they may ship long arms through the USPS.

- Taking the gun apart and mailing the pieces does not work either, it is illegal - the receiver IS the firearm and must be shipped accordingly.

- A regular person (non-FFL holder) can send a handgun back to the manufacturer for repair and it can be sent directly back to them. Commercial carriers (e.g., FedEx and UPS) must be used and their policies followed.

- If you live in a state where guns are registered to a person, California comes to mind, the seller must follow the state as well as federal laws to sell it and ship it - usually requires involving an FFL.

- Commercial carriers, like UPS and FEDEX, will ship a handgun to an FFL from a private party but will require that it be sent overnight.

- Just as a side note, many FFLs will not accept a shipment from a non-FFL so check first before you send.

- A money saving tip: When shipping a handgun via UPS or FedEx, you might want to make the package as small as possible. A few inches less in girth, length and width can mean a big savings at the counter.

Information specific to shipping a Handgun to and/or from California (as per the CA DOJ website):

Residency Requirement: No firearms dealer may deliver a handgun unless the intended recipient presents satisfactory documentation indicating that he or she is a California resident.

Shipping Requirements: Handguns may not be sent through the U.S. Postal Service. A common or contract carrier must be used for shipment of handguns. (UPS/FEDEX)

As of January 1, 2008, both in-state and out of state Federal Firearms License (FFL) holders will be required to obtain approval (e.g., a unique verification number) from the California Department of Justice prior to shipping firearms to any California FFL (Penal Code §§ 12072).

It is unlawful for a person who is not a licensed firearms dealer pursuant to Penal Code section 12071, to sell, loan, or otherwise transfer a firearm unless the sale, loan, or transfer is completed through a licensed firearms dealer. (Penal Code §§ 12071, 12072, 12082.)
