Chinese Norinco MAK90 milled parts kit?

my buddy located a contraband 3 hole Norinco milled MAK90 in his deceased dads gun safe.
He Talked to a reputable AK builder and was recommended to just turn it in to ATF. Really!
this seems very drastic, as the gun has set in a safe since the early 80s.
I know he is in possession of a ATF no-no. But to get the 3 letters involved at this point seems
to be walking into the lions den!
He would rather just strip all the parts off the illegal receiver, press out the barrel and have the receiver cut up and disposed of.
But use all the good parts for a legal AK build.
He is a novice at this AK stuff, but thinks this is a type 56 milled receiver, slant cut with a top tang.
I see tort tort makes a 100% complete milled chinese receiver.
Would this be the correct receiver to purchase for a AK build with this type parts kit? Damn they are expensive!! So doesnt want to get the wrong receiver.
I believe not all chinese barrels where the same diameter for press in, so i'll get him to mic the barrel after its pressed out?
Obviously its not feasible to take this to a gunsmith in its current form, so it will likely be a kitchen de-mill.
Are there any other things that need to be determined or considered to make sure the receiver from Tort tort would work for this parts kit?
