That'd be my choice. I had a Cougar and it was an excellent shooting gun. I imagine the Beretta plastic version is as well.Beretta PX4 for $325.
Is your friend also looking to buy mags/holster/night sights within that budget? If the $400 can all go to the gun, I’d probably go with a S&W Shield or a M&P 2.0 Compact.
