The link is to the House bill. Last I heard the Senate bill differed, and reconciliation was being pursued. Thus, we still have no new law on the matter and no new law to discuss in Legal.

Once someone has a link to the language of the law, we will have a proper subject for discussion in the Legal section. Until then, it is speculation.

I think that’s the goal. Just like all the folks fleeing CA, to States that are not anti 2A. They get to spread people across the Country that have already been exposed to higher taxed and repressive .gov, to go vote in the exact same things they were fleeing.

There doesn’t seem to be the “well, that didn’t work.” Notion or “well, I made this mess, guess I better start voting different and clean it up.” Either.

More like a child that wrecks their room and then moves on, destroying other rooms in the house. No accountability or even living with the decisions you’ve made.
 
One way of looking at the ever-broadening overreach is that it improves the likelihood of being considered and then found in violation by reviewing courts. As previously discussed, many will be injured in the interim, and we just don't seem able to protect them under the current regime.
 
And with the stroke of a pen the governor makes a million law abiding citizens into potential felons, for possessing sheet metal or plastic boxes.
He signed the Assault Weapons ban minutes after it passes the house.
Let the legal games begin.

It's my understanding that the Senate version, which was the one that was passed by the House and signed last night, grandfathers existing owners of so-called 'large capacity ammunition feeding devices.'

From the text of the bill:

(c) Except as provided in subsections (d), (e), and (f), and beginning 90 days after the effective date of this amendatory Act of the 102nd General Assembly, it is unlawful to knowingly possess a large capacity ammunition feeding device.

(d) Subsection (c) does not apply to a person's possession of a large capacity ammunition feeding device if the person lawfully possessed that large capacity ammunition feeding device before the effective date of this amendatory Act of the 102nd General Assembly, provided that the person shall possess such device only:

(1) on private property owned or immediately controlled by the person;

(2) on private property that is not open to the public with the express permission of the person who owns or immediately controls such property;

(3) while on the premises of a licensed firearms dealer or gunsmith for the purpose of lawful repair;

(4) while engaged in the legal use of the large capacity ammunition feeding device at a properly licensed firing range or sport shooting competition venue; or

(5) while traveling to or from these locations, provided that the large capacity ammunition feeding device is stored unloaded and enclosed in a case, firearm carrying box, shipping box, or other container.
 
But how far does it go no one has really said what an Assault Weapon is. Is it any semi auto firearm?

Interesting to note below, only the folding stock Ruger Mini's will be banned, no ban on M1 Garand and and exception on the Colt HBAR Sporter. Also, the following paragraph found at the bottom of the article text below is further defining "assault pistols\rifles\weapons" to cover their bases:

Among other definitions, the legislation says an “assault weapon” is a “semiautomatic, centerfire rifle that can accept a detachable magazine and has: folding or telescoping stock, “Any grip of the weapon,” a flash suppressor, “A grenade launcher or flare launcher, length of less than 30 inches, a threaded barrel (for pistols), a shrouded barrel and more.

House Bill 5855 from state Rep. Bob Morgan, D-Deerfield, is being debated in a House committee this week. If passed, the measure would prohibit anyone under 21 from getting a Firearm Owner’s Identification Card unless they are enlisted in the armed services. The bill would also prohibit the sale and possession of any magazines that hold more than 10 rounds. Among other provisions include extending gun-related restraining orders from six months to a year.


While the legislation says "assault weapon" does not include any gun that is bolt, pump, lever or slide action, is unserviceable or made inoperable, antique, uses rimfire ammunition or cartridges, “or has been excluded as an assault weapon in a Department of Natural Resources rule,” it does list around 100 different types of guns and brands as assault weapons.


Anyone in possession of an “assault weapon” would have 300 days from the bill’s enactment to register the firearm with Illinois State Police. Below is the list of guns listed as "assault weapons" in the legislation.

What's up with the exception for the Colt AR-15 Sporter H-BAR rifle?

Not sure, but probably due to the fact it isn't threaded, no telescoping stock, etc. Nothing ever makes sense with these legislations, when one starts banning things because they look scary or evil; one gets ridiculous legislation like this.
 
Good to see that the spirit of FUDD Bill Ruger is still alive and well with this legislation not banning traditional stocked Mini's.

There are 59 State Senate Districts in Illinois. Currently the very small blue districts yield 41 Democrat Senators. The large red districts yield 18 republican Senators
The 5 blue areas outside of the Chicago area yields 6 Democrat Senators. 35 Democrat Senators come from the blue Chicago area.
Democrats can do what they want, when they want. The state supreme court is ruled by Democrat justices.

Assault weapon terminology based on their definition or 'included' list?

If a decent, law abiding, individual purchases or posseses a firearm with no intention of assault, or unlawful activity, I see this type of statute as very problematic. Lawmakers in a state that ignores federal statutes, federal case law precedent(s), or other case law including US Supreme Court decisions are wasting people's time, and wasting taxpayer dollars which they have a responsibility to preserve, and spend wisely.

Just imagine if we didn't have the Electoral College in the USA. We would be like California and Illinois as far as representation. It's bad enough with it.
