You do not fill out the FA-10 on a stripped receiver because, according to MA law, it is not a gun.
Fill out the FA-10 when you put it together, and list the barrel length accordingly.
It is Federal law. Anything shorter becomes an NFA weapon (SBS- short barrel shotgun).
If you're cutting one down, give yourself at least 1/4 inch extra to be safe. Close the action and slip a dowel rod down until you hit the bolt face. Measure from there.
The only RSCs that will be reasonably good and also portable would be Zanotti or the other company that has a simi9lar product (I can't remember that one).

Could you post a pic of the bolt handle from the top? Does it use a standard AR bolt carrier and head?
It's Pre-Ban, so you should not have any problems from the sale in MA prespective.
The only real issue is that you will be in possession of a gun with no MA license. Make sure it's unloaded and locked in the trunk, and FOPA theoretically will protect you.

Some will, and some will not. Some Colt uppers have a large front pin hole that needs an adapter to fit a mil-spec lower.
The good news is that you Can make it fit, it just may not without the adaptor.
Rule #1 is to be where they ain't shooting.
Failing that, rule #2 is to be behind the biggest most dense object you can find.
Rule #2a- If said object won't stop a bullet, hopefully it will at least conceal your exact location. Then at least they cannot aim directly at you.
