Have you checked all the scope mounts, swapped to a proven scope, etc? Sounds like a scope, not a rifle problem.

Older, JM stamped Marlin 39A or 39M. Fantastic shooters. If you want irons, look at Skinner Sights. I like the 9422, but they are $$$$. You can find 39's for ~$500 in good shape.

I'm sitting here with a pre-64 M70 from 1950 in my hands. The safety isn't backwards. Back is safe, middle unlocks the bolt, forward is fire. Only the pre-WWII M70's (1936-1941 or so) were configured like the CZs, which require the safety be back to fire, forward is safe.

Just out of curiosity, why did you decide on 165 gr TTSX? My experience is that TTSX work best when driven fast, so I would think 130s or 150s from a .308 would be perfect, but I'm curious if I'm missing something.
