The age limit is set by the sheriff's office and is not mentioned anywhere in the Code of Alabama. I believe the sheriff gets that notion from the federal statue that forbids an FFL to sell a pistol to those under 21 [18 U.S.C. § 922(9)(b)(1)].

The cost to the sheriff does not go up if changed to every two years, only the fee to the citizen.
