If you purchase the part listed below, it would be a good template for drilling and tapping the four holes in the receiver.

The receiver was drilled and tapped for a scope when the rifle was made.
I think all the 103.13 models came from the factory ready for scope mounting.
At least this rifle did.

The JC Higgins Model 103.13 22 rifle was sold by Sears and made by New Standard Gun Company that made brand name guns for retailers like Sears, Montgomery Ward etc.
However, there must be some link between the New Standard Gun Company and Marlin.
