I am applying for my 01 dealers FFL to restart my bluing service. I am considering adding an 07 manufacturers' FFL so I can sell any rifle that I build from parts. Anyone here have an 07 FFL?
This will be an interesting thread. I thought that to be a "manufacturer" in the eyes of BATF, you had to be the one who built the receiver (presumably from raw materials). I think if you only buy the receiver and other parts, then assemble a rifle from them, you are still a gunsmith.

Also the BATFE has decided that the bluing process is part of the manufacturing process. That may only apply to the initial bluing but can change at ANY time.
The key is that the work is done, then the firearm offered for sale. If the gunsmith works on a gun already owned by the customer, a manufacturers license is not needed.
One suggestion is to stock "as is" milsurp rifles. If a customer wants, say, a scope mounted, he buys the gun and then you drill and tap and bend the bolt. No manufacturers license needed.
