I may be visiting some family in CA this summer. I hear you can't have any semi's with over 10 round mags. Does that apply to only carrying or possession period? I don't have a a CA permit and don't plan to carry just some good old out in the woods shooting. On private property target shooting does it matter how many rounds I have? I dont' plan on transporting any ammo with me on my trip.

10 rounds max, period, in any way shape or form. No pre-bans, nada. Cannot possess. That's my understanding.

Dont import hi-cap mags into CA. It's illegal.

People who owned hi-caps in 2000 when they were banned are allowed to posses them and repair them if needed.

There is an exception for rimfire tube mags and some kinds of lever actions also. No detachable mags > 10 rounds though.

my understanding of it was that it was ok to have them in your posession if you already had them prior to 2k

here are some notes from the DOJ california webpage FAQ
If I have a large-capacity magazine, do I need to get rid of it?
No. Continued possession of large-capacity magazines (able to accept more than 10 rounds) that you owned in California before January 1, 2000, is not prohibited. However as of January 1, 2000, it is illegal to buy, manufacture, import, keep for sale, expose for sale, give or lend any large-capacity magazine in California except by law enforcement agencies, California peace officers, or licensed dealers.

I am moving into California and I own several handguns. What are the new-resident registration requirements?
You are considered to be a personal handgun importer as defined by California law. You may bring all of your otherwise California-legal firearms with you, but you must report all of your handguns to the DOJ within 60 days as required utilizing the New Resident Handgun Ownership Report. You are not required to report rifles or shotguns. You may not bring ammunition feeding devices with a capacity greater than ten rounds, machineguns, or assault weapons into California.

(PC sections 12001(n), 12072(f)(2))

So, no you can't bring a mag with you, however... if someone you know has a mag already in california you can borrow it so long as they are in the immidiate vicinity.

and unles the mag is listed as LEO or has a new manufacturing date stamped into it there really is nothing that says that they didn't have it prior to 2k

if they had mags that had broken you could always send them replacement parts for their existing magazines so long as they are not fully assembled at the time of shipping, or are shipped seperatly with a note detailing that they are only to be used for repair or replacement of pre existing magazines.

I hope this is helpfull.

have a good trip visiting those of us behind the wire.

Sounds like a fancy way of saying, don't ask, don't tell.

Not exactly. While the police won't be posting guards and searching for the magazines, the reason to take a gun is for self-defense. No way, no how, would I want to have anything illegal on a gun used for that purpose. While it won't turn a good shoot into a bad one (well, usually), it can open you up to legal trouble that otherwise would not have existed.

T'were it me (and it isn't), I would cough up for a couple 10 rounders before crossing the border.

Edit: I missed the part about just target shooting. In that case, you may be correct, but I still always encourage full compliance with all applicable laws. I'd still want at least one 10 round mag, even if I didn't think bad things might happen. If they do, you'll be glad you spent the $25.

Then, Technosavant says,

I'm confused (which isn't hard to do.)
