I've been having some problems with my new taylors and co 1849 colt pocket revolver. The revolver does not consistently ignite caps, to the point of having to replace the caps up to 12 times just to get through a 5 shot cylinder. The caps that fail to fire work fine in of my uberti Colt Walker and 1851 navy colts. The hammer spring on the 1849 doesn't seem to be weak, and it is a brand new 2020 production revolver. Is there anything I can do to make the gun usable?

Sounds like the caps are not seated firmly on the nipples. The hammer should make positive contact with the end of an empty nipple
I have tried that, even to the point of seating it by bearing down as hard as I could on it with the hammer, the gun being pointed downrange of course.

Just an idea I've never had any cap reliability problems with my 49 or other small colts except caps that are too small and when hammer gets some wear and needs a little refinishing. Those RWS 1075 caps seem to have some problems with ignition if you don't have a very strong hammer.
