I have read in past couple of months about US gun buy back programs or UK's gun surrender program, so I thought I might share some information about the Czech Republic's 2014 gun amnesty program.

As an introduction: one needs a license in order to purchase, possess and carry a firearm in the Czech Republic. Licenses are shall issue and getting them is very similar to getting a driving license. Purchase of auto-loaders and repeating firearms requires prior shall issue permit, other guns registration within 10 days of purchase; full autos require may-issue permit ("police exemption"). The recent gun amnesty ran from July till the end of the year and it was a fourth one after 1996, 2003 and 2009. Over 3.000 weapons were brought to police stations by the middle of December, however it is expected that most of firearms were brought just before the year-end with final numbers not yet being public.

What might be of interest is the difference from the buy-back/surrender programs: The police conducts inquiry whether each of the firearms was used in a commitment of a crime and after the guns are cleared, they are registered and given back to the original owners if they have firearms license. The process may be more problematic with prohibited weapons (e.g. full-autos, RPGs), and especially in case of persons who don't have license and don't plan on getting any - then the guns must be permanently disabled before being given back.

The most interesting weapons brought to police include an anti-tank canon, semtex, grenades, inter-war heavy machine guns.

Unlike elsewhere, the main purpose is not taking the guns away, but having the otherwise illegal firearms registered and returning them to their owners. It may also somewhat encourage firearms license holders to tap into the black market and legalize themselves some interesting pieces.

I understand the main argument against gun registration - that once a gun is registered the government may seize it - and I support it, but considering that the system is already in place, and looking at other places, I think that it runs here as well as it can.

The Czech Republic has certainly come a long way since the days of the Soviet Iron Curtain.
 
The way Russia has been acting lately, if I were in the Czech Republic, I would be very hesitant about that registration. I hope some patriot has a quick delete button for those registration files. At least on the plus side, I doubt if Putin wants to butt heads with the EU.
 
Thanks for sharing this, Snejdarek. The Czech republic is one of the only European countries with both a legacy and a current reality of widespread firearms ownership above/beyond basic hunting arms. Not to mention being one of the oldest sources of quality firearms in the world. The guns, the hockey, the "scenery" (well, sort of moot now since I'm no longer single), the history, the beer ..... you live in a very nice country. You even have sentences without vowels.

Semtex? Another Czech product, I believe. Imagine the brouhaha in the US if a gun "buy back" produced someone handing in hi tech plastic explosive.

Yes, the Czech Republic is one of few countries where pistols for self-defense are the most common type of firearm and where semi-auto rifles for fun are quite numerous. On the other hand, the Nazis & subsequent communists basically disarmed the population and it will take quite some time before the total numbers get on par with countries like Germany, where they have 6 decades of legal firearm ownership now. The 90s where a bit rough which got quite a few people getting guns, but then the number of license holders has remained the same since about 2000 (although the number of guns is rising).

Yeah, it went out the same year as C4 and is supposedly more stable. Interesting fact: Czechoslovakia sent a ship with 100 tons (!!!) to Vietnam, however the war ended before it got there. For some reason, the Czechoslovak Communist government thought it would be a good idea to send the 100 tons of Semtex to Libya instead. Considering the amount of the explosive I guess some could still be there - let's hope that with the current state of affairs no wrong people get their hands on it.

I sure hope so too, although I don't know any particulars.

When we were invaded by Germany in 1938/39, all files on spies were deleted here. However when the Germans got to Paris everything the French had was just handed to them meaning instant death for French spies. Also quite a few Czech spies that were in rather high positions in German politics and military were identified from the reports Czech intelligence sent to France. Lets hope that all have learned the lesson.
