.223/5.56?

hey folks :)

i found this bullet in my local shooting range and it looks so odd to me :what:, i have seen a few .223/5.56 bullet tips but never like this one :scrutiny:, i don't have a scale, but it's a little lighter than a 55gr wolf but very little (hand weighted by me and my wife and both agreed), the Marks on the case read "WCC 02" i google it but nothing came up, can anyone tell me something about it? is that for varmint...home-defence?:banghead:

I am not aware of any bullet made like that.
Looks like someone made it. Kind of crude looking.
Looks like their fireing pin did not hit hard enough. The primer also looks to be of a reloaded round.
 
WCC is a headstamp used by Winchester. I have a few boxes of Q3131 that have similar headstampings (WCC 07 NATO-symbol), but the cartridge in your pics lacks the NATO symbol.

With the small dent on the primer, looks as if the round had been chambered in an AR and not fired.
