.223 Bolt Options...

Savage can turn out a decent gun but I'm not sure if a 1:8 or faster twist is available.
Savage offers 1-9 twist or 1-7 twist depending on which model/variant you go with. Most of the Axis and 110 rifles in 223 designed for hunting are 1-9 while the precision and target models are 1-7. I will recommend going with one of the heavier barrel profiles such as the varmint barrels when buying a savage rifle. Savage's Varmint barrels are very good.

I stick with Savage since they are they easiest to find in left hand.
 
It has to be inherently more accurate than any of my gas operated MSRs, otherwise whats the point? Im thinking it shouldnt be a hard ask.....Currently am about 1 MOA at 200 yds with my Colt HBAR,

This is what my $299 (after rebate) Savage 112 will do with 55g FMJ, 5 rounds from 300 yards.

This one comes close to all of your requirements. It has a 24 inch barrel, though. 10 round mags are available, but they aren't AR magazines. These have great reviews. At a 7 twist, they'll work very well with heavier bullets. Bear in mind that AR mags will restrict your OAL some. The rebate is actually $100. If you sign up for their emails you'll get an additional $20 off. That's $379 for an exceptional rifle. That leaves a lot more money for a scope.

 
Edited. I see you're looking for a rifle specifically for 77 grains. My suggestion, a Savage 25 WV, has a 1:9 twist barrel so it would be great with the 69's, probably fine with 75's, but not ideal for the 77's. Too bad, it meets all your other specifications.

My RAR consistently gives me .5 MOA with 69g Sierra Matchkings. I'd also like to find a CZ 527 in that caliber; my 7.62x39 CZ is a tack driver.
 
I also have a CZ527 Varmint with walnut stock, very good looking rifle. Box magazine only holds 4 or 5, can't remember without checking but never been a problem for me. anyway, checks a lot of your boxes including price.
 
After you're guys' input, I went with the Ruger predator. It checks all the boxes.
Also went with a Vortex Diamondback tactical 4-12 x40. I can't imagine this will disappoint. I'm going to start a new thread in H&R for this guy. Thanks!!
 
I have the Rem 700 bull barrel and love it. It is such a flat shooting gun that I never have doubts on hitting my target.
 
Bought a CZ-527 American and I am very happy with it, Shoots .223 and 5.56. (a requirement) Is smaller & very handy. Looks and quality are right up there. I can nail a small sticky note pad at 100 yards just about every time.
 
Didnt the 700 light varmint come in .223?
Too bad it wasnt avail in .243 or id have gotten one
