This is probably a stupid question . . .but would it be possible to use a .303 Neck Sizing die to neck size 7.62 x 54R? I'm guessing since the .303 is longer that the answer is no . . . . .but the cheap bastard in me has to ask.
I'd advise against using a 54R neck sizer for 54R. I've found full length resizing a MUST if more than one rifle is being used. There's considerable variation between chamber dimensions.
Even then the 54R seems to work best if it's fully resized. The only exception would be with pre-war Finns or match rifles. Lee has die kits for like $20 so it's not a huge outlay. I can't see how .303 neck dies would work given the length difference, but you could try it.
I emailed Lee regarding an out of spec die I had and also inquired about a collet die for the 54R, which they don't make. They stated they could probably piece one together from other dies for the price of a standard collet die, but it wouldn't be stamped as a 54R. You might email them and ask.
