Here is the thing, I am getting components together for the .357 that I will be buying here in the near future. I have found a place that is selling .38 special brass for $40 per K. They do have 100 or so .357 cases, which I will pick up, but is the .38 special stuff worth the money?
 
If you plan on shooting a lot of 38, grab the 38 specials. They make great target rounds for 357 practice and can be reloaded dozens of times before discarding. I save my 357 brass for max powder loads since I don't get very many reloads out of them.
 
It is easier to get the 38's out of the cylinder after firing because they are shorter. You can always load the 38's to 357 pressure and just have the bullet hang out the end a little.
 
I do not recommend loading .38 cases to .357 levels. If they get mixed up and put in a .38 it could be bad news. Load them to .38 levels, and save the hot stuff for .357 cases.

I even like to load my light stuff in .357 cases, but many shoot .38 brass in their .357's. It won't hurt a thing, you just have to clean the chambers when the crud builds up in that empty 1/8".

.357 brass is hard to come by these days. :)
 
When I do that I always load them to 357 length also. It is easy to see that it is match ammo with the bullet hanging out so far from the end of the case.
